‘From Voice to Impact’ Programme Set for October

The Shura Council is preparing to launch the “From Voice to Impact” programme, which aims to attract ideas and initiatives from diverse segments of society to support and enhance legislative work in the Kingdom.

Secretary-General of the Shura Council, H.E. Kareema Mohamed AlAbbasi, said the programme is being developed in line with the directives of His Majesty King Hamad bin Isa Al Khalifa, to achieve sustainable development in the legislative process.

The initiative also aligns with the government’s direction, under the leadership of His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, to strengthen community participation while advancing innovation and digital transformation across government institutions.

Al Abbasi explained that the Council’s General Secretariat has adopted “From Voice to Impact” as a sustainable institutional framework for inclusion and digital parliamentary innovation.

The programme will serve as an integrated platform encompassing a range of initiatives and pathways, including digital competitions and challenges, internal innovation programmes, partnerships with educational institutions, and community and professional participation. These efforts are designed to expand the Council’s ability to attract ideas and initiatives from diverse sources and sectors.

She said the programme’s institutional framework is intended to organise and govern digital participation, ensuring the process goes beyond simply receiving ideas and proposals.

Instead, ideas will follow a structured pathway beginning with receiving the idea — the “voice” — followed by its development, evaluation and testing, before moving towards implementation, activating the “impact” and measuring its results.

This approach, she said, will help ensure that high-quality ideas are effectively utilised and transformed into initiatives that add value to legislative outputs in Bahrain.

Among these initiatives was the “Towards Inclusive and Sustainable Economic Development” Forum, held in May 2025. The forum's outcomes contributed to developing recommendations based on the views, ideas and perspectives discussed during its sessions

Al Abbasi confirmed that the Shura Council will open applications for the programme in October 2026, marking a new phase of sustained efforts to develop legislative work.
