MP Dr. Hisham Al-Ashiri has submitted a parliamentary proposal urging the Ministry of Housing and Urban Planning to allocate additional land for housing projects for residents of the Sixth District in Muharraq Governorate. The initiative aims to address the pressing need for fair and sustainable housing solutions and to tackle the backlog of housing requests, ensuring balanced project distribution and enabling families to remain within their natural social and geographic environment.

The explanatory memorandum attached to the proposal highlighted a significant increase in pending housing applications in the Sixth District in recent years, particularly under the "Land and Loan" program. Waiting periods for some applicants have exceeded 18–20 years, creating social, economic, and psychological pressure on citizens, contrary to national objectives of promoting family stability and equal opportunities for all.

The proposal specifically seeks to address the needs of applicants who submitted requests in 2003 and 2004 and remain on waiting lists without practical solutions, despite more than two decades passing since their applications. Dr. Al-Ashiri emphasized the urgency of intervention, noting the availability of suitable lands within the district that can be developed to meet these needs.

He also pointed out that many residents have been allocated plots in areas outside Muharraq or in locations far from their social environment, which has caused challenges related to family cohesion, adaptation to new environments, and access to familiar workplaces, services, and facilities.

Dr. Al-Ashiri stressed that providing additional land within the Sixth District or nearby areas is a practical and realistic solution, particularly where state-owned land or land suitable for urban planning can be utilized. This approach supports equitable distribution of housing projects, reduces waiting periods, and offers innovative solutions for citizens.

Among the key objectives of the proposal are accelerating responses to the accumulated "Land and Loan" applications, providing immediate solutions for longstanding applicants, offering housing alternatives within the district or Muharraq Governorate for those previously allocated plots elsewhere, and strengthening social and family cohesion by enabling citizens to live among relatives and neighbors in their natural environment.
