East Sitra’s 1,269-home third phase set for allocation this year

Allocation of 1,269 homes under the third phase of the East Sitra housing project is set to begin in 2026, the Ministry of Housing and Urban Planning has said, as it outlined progress across the development in a written reply to Parliament.

The ministry confirmed that 1,077 homes were handed over in the first phase at the start of 2024, while the second phasecomprising 531 homes — is currently being delivered to beneficiaries. In addition, 563 serviced housing plots within the project have been allocated.

Responding to MP Eman Shuwaiter, the ministry said allocations in housing cities are governed by Decision No. 909 of 2015 on the Housing System. Under Article 79, applications are prioritised mainly by seniority, provided eligibility conditions are met.

It noted that other factors may also be considered, including family residence details, recorded addresses with the Central Informatics Organisation, applicant preferences and any special circumstances assessed by the minister.

Addressing older applications from Constituency 10 in the Capital Governorate, the ministry said no allocations were made for 2001 applications. For 2002, seven housing units were allocated; for 2003, 29; and for 2004, 64 — with no ownership apartments or plots allocated in those years.

It added that all nine applicants from the constituency who opted for mortgage support and a financial grant have been served, along with 13 applicants from 2002 onwards who chose a housing plot with mortgage support.

Under the Land and Loan initiative in Hoorat Sanad, 251 plots are planned to meet applications dating back to 2004 and earlier, with allocation and handover expected in 2026 after infrastructure works are completed.

The ministry also highlighted projects delivered under the Government Land Development Rights programme in partnership with the private sector, including Suhail in Al Lawzi, Al Naseem in Madinat Salman, Al Wadi in Al Buhair and Danat Sanad, which together have served dozens of applicants, including 17 from Constituency 10.
