Women made up 56% of new government hires in 2025

A Civil Service Bureau report showed that a total of 1,139 new employees joined government entities last year, as part of efforts to strengthen national workforce efficiency, align human resources with the needs of ministries and authorities, and raise the efficiency of job performance and workflow across the government sector.

The data showed that female employees made up the largest share of new hires, at 634 employees, representing around 55.7 percent of the total, compared with 505 male employees, or about 44.3 percent, meaning the number of newly appointed women exceeded that of men by 129 employees.

The new employees were split between 672 who joined ministries, equivalent to around 59 percent of total new hires, and 467 who joined government authorities, at about 41 percent.

In terms of job type, educational positions led new recruitment, accounting for 40.6 percent of total new hires, followed by specialised positions at 30.4 percent, then general positions at 24.7 percent, while executive positions made up 4.3 percent. This breakdown indicates that more than 71 percent of new hires were concentrated in educational and specialised positions, reflecting the fact that a major share of appointments was directed towards roles linked to professional and educational specialisations, in line with the needs of government entities and their workforce planning.

This comes as part of a wider process through which the Civil Service Bureau works to prepare and launch its human resources strategic plan, in line with the government strategy approved annually, by issuing instructions and directives based on the Civil Service Law, with the aim of raising the efficiency of job performance and ensuring the smooth flow of work across various government entities.

On promotions, the report said the bureau completed 100 percent of the procedures related to promotions of various types last year, alongside the continued movement of staff between government entities through the job vacancy system. The number of employees transferred through the job vacancy system reached 60, comprising 41 men and 19 women, with specialised positions accounting for 53 percent of the posts filled through the system, compared with 27 percent for general positions and 20 percent for executive positions.

On allowances, the report recorded 1,543 cases under the secondment allowance, 725 cases linked to the communication and mobile phone allowance, 605 cases relating to conversion to the shift and extended working hours system, and 573 cases for the car allowance.
