Only Bahraini citizens can manage recruitment offices under new rule

Non-Bahrainis can no longer manage licensed recruitment offices in Bahrain under a new ruling issued by the Labour Market Regulatory Authority (LMRA).

The move came through Decision No. 1 of 2026, issued by His Excellency Yousif Khalaf, chairman of the Authority’s board.

It adds a new Article 5 bis to Decision No. 1 of 2014, which governs licences for recruitment offices, after a submission by the Authority’s chief executive and board approval.

Under the revised rules, the licence holder must run the office in person.

A manager may still be appointed with the Authority’s consent, but only if that person is Bahraini, has not previously had a recruitment office licence revoked under the law, and has not been convicted of a felony or a misdemeanour involving dishonour or breach of trust, unless rehabilitated.

The decision was published in the Official Gazette and states that the Authority’s chief executive is to carry out its provisions. It comes into force on the day after publication.
