EV charger grid links require EWA approval

New rules put all EV charging under the Electricity and Water Authority, giving owners six months to comply on installation, grid connection and pricing.
Decision No. 1 of 2025, issued by Minister of Electricity and Water Affairs, His Excellency Yasser Humaidan, covers all charging across the Kingdom.
No charger may be linked to the grid without the Authority’s prior approval and a signed connection agreement.
Equipment must meet technical, health, safety and environmental standards and be installed by contractors the Authority has approved.
The Authority will set and update connection terms, run an annual cap on total charger capacity linked to the network, publish lists of approved contractors, consultants and equipment, and keep a national register of owners and chargers. Once the yearly cap is hit, applications will still be taken and handled in order of receipt.
Contractors
Owners must apply through approved contractors, secure any other clearances, and switch on only after an Authority inspection.
They must fit a single twoway tariff meter to record power drawn from, and sent to, the system, provide any required remote-communication links for non-personal chargers, follow maker test and maintenance schedules, notify the Authority of changes to operations and post clear user instructions at commercial sites.
Sending pow - er from vehicles back to the grid is banned unless the Authority gives advance approval.
