Chamber Backs Flexible Labour Rules

Bahrain Chamber of Commerce and Industry Chairman Nabeel Khalid Kanoo welcomed a decision by the Labour Market Regulatory Authority (LMRA) amending provisions governing the use of foreign workers.

The decision allows an employer to use a foreign worker authorised to work at another establishment owned by the same employer or belonging to the same group. It also allows the worker to work for another employer for up to three months, subject to specified legal requirements.

Mr. Kanoo said the move would provide greater flexibility for businesses and help them respond more efficiently to changing operational and workforce requirements.

He said allowing companies to use authorised workers already in Bahrain could provide practical options for managing human resources and reduce the need for new recruitment procedures when existing labour can meet business needs.

The Chamber chairman said the mechanism could also support business continuity, improve workforce distribution according to economic activity and enhance productivity and competitiveness.

Mr. Kanoo stressed that clear legal safeguards are important to balance labour-market flexibility with the protection of workers’ and employers’ rights.

He noted that requirements including the worker’s consent, clearly defined employer responsibilities, compliance with Bahrainisation ratios and other regulatory conditions would provide a transparent framework for implementing the new arrangement.

He added that continued development of the labour market, alongside regular engagement with employers on their concerns and needs, would help strengthen Bahrain’s business environment and support the private sector’s expansion and creation of new economic opportunities.
