Bahrain Space Agency Team Takes Part in Key UN-ITU Satellite Workshop

A team from the Bahrain Space Agency participated in a high-level international workshop hosted by the United Nations Office for Outer Space Affairs (UNOOSA) and the International Telecommunication Union (ITU). Held across Vienna and Geneva over two days, the workshop focused on the satellite lifecycle, from frequency coordination to legal registration with the UN.

The workshop, titled "From ITU Filing to UN Registration: The Lifecycle of a Satellite," aimed to deepen global understanding of the regulatory and legal steps required for managing satellites — including how countries and companies must coordinate radio frequencies before launch and officially register space objects under UN treaties.

Dr. Mohammed Ebrahim Al-Aseeri, CEO of the Bahrain Space Agency, described the workshop as "extremely valuable," highlighting two main sessions — one focused on managing radio frequency registrations with the ITU, and the other on the legal obligations of registering space objects with the UN. "The sessions gave us important insights into how to align national practices with global space governance standards," he said.

Dr. Mohammed Jassim Al-Othman, a senior advisor at the agency, noted that the technical sessions offered exceptional value. "We’ve gained practical knowledge on spectrum coordination and interference reporting, which will directly support Bahrain’s efforts to build regulatory frameworks that match international standards."

Rasha Al-Omaad, Head of Strategic Planning at the agency, emphasized the importance of blending technical and legal perspectives when managing satellites. "This holistic approach will strengthen the efficiency of our ongoing and future space projects and help shape infrastructure in line with the best global practices."

From a legal standpoint, Shaikha Hessa bint Ali Al Khalifa from the agency’s legal affairs team said the workshop was essential. "It enhances our capacity to manage the satellite lifecycle professionally and responsibly. Bahrain is committed to playing a proactive role in the global space sector."

Yaqub Al Qassab, a space engineer, explained that the agency’s executive leadership has tasked the delegation with transforming these workshop outcomes into national policies. "We’re now working on developing frameworks for satellite registration, enhancing technical teams’ capabilities, and boosting collaboration with international space players — both legally and commercially."

This workshop exemplified international cooperation in space governance. The ITU ensures satellites operate without interference by coordinating frequency usage, while UNOOSA manages the official registry of objects launched into outer space. Their collaboration promotes transparency, safety, and legal compliance, helping countries like Bahrain contribute to a more sustainable and trustworthy space environment.
