Zelensky: Ukraine Needs $65 Billion Annually to Sustain War Effort

Ukrainian President Volodymyr Zelensky has stated that his country requires over $65 billion in annual funding to continue its resistance against Russian forces, citing rising defense and military production costs.
Speaking to reporters on Friday, Zelensky explained that Ukraine faces a budget deficit of $40 billion, while the domestic production of drones alone demands $25 billion annually. These figures, he emphasized, do not include other key military expenses such as missiles and electronic warfare equipment.
"The total need already exceeds $65 billion a year to sustain the fight," Zelensky said, as quoted by Interfax Ukraine.
Zelensky has discussed these urgent financial needs with top Western leaders and allies, including European Council President António Costa, European Commission President Ursula von der Leyen, NATO Secretary-General Mark Rutte, U.S. officials, French President Emmanuel Macron, and UK Prime Minister Keir Starmer.
In addition to weapons and defense technology, Zelensky is also seeking external support to cover Ukrainian soldiers' salaries, highlighting their critical role in defending not only Ukraine but also the broader security of Europe.
Ukrainian soldiers on the front lines currently receive a monthly salary of just over $2,800, reflecting the financial pressure on the country’s armed forces.
More than half of Ukraine’s national budget—about $41 billion annually—is funded by foreign aid. According to the Ukrainian Ministry of Finance, around $35 billion in external support has already been received in 2025, yet more is urgently needed to maintain the country's defense and resilience amid the ongoing conflict.
