HRH the Crown Prince issues edicts

His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, issued yesterday Edict 10 of 2020, re-structuring the National World Trade Organisation (WTO) Committee, under the chairmanship of the Minister of Industry, Commerce and Tourism.

The edict also named the Industry Ministry’s Commerce Affairs undersecretary as its deputy chairman, and the Industry Ministry’s Domestic and Foreign Trade assistant undersecretary as its secretary general. It also named as committee members the Industry Ministry’s Industrial Development assistant undersecretary, the Ministry of Transportation and Telecommunications’ Ports Affairs assistant undersecretary, the Ministry of Finance and National Economy’s Financial Relations and Investment assistant undersecretary, the Industry Ministry’s Foreign Trade Relations director, the Ministry of Foreign Affairs’ Organisations director, the Ministry of Interior’s Customs Planning and Policy Affairs director, the Ministry of Health’s Public Health director, the Central Bank of Bahrain’s Financial Stability director, the National Oil and Gas Authority’s Planning and Development director, the National Bureau for Revenue’s Foreign Tax Relations director, the Supreme Council for the Environment’s National Ozone officer, the Export Bahrain CEO, the Bahrain Chamber of Commerce and Industry’s first deputy chairman, and the Ministry of Information Affairs’ marketing chief.

The edict stated that Edict 33/2013 on naming the members of the National WTO Committee was abrogated. The edict also stated that all entities mentioned above in their respective capacities shall implement its provisions, which takes immediate effect upon publication in the Official Gazette.

Meanwhile, HRH the Crown Prince also issued yesterday Edict 11 of 2020, amending the classification of controlled narcotic or psychotropic substance schedules annexed to Law 15 of 2007 regarding Narcotic Drugs and Psychotropic Substances. The edict adds new substances to the second group (psychotropic substances) of Table II, and to the third group (precursors) of Table I, annexed to Law 15 of 2017 regarding Narcotic Drugs and Psychotropic Substances, as below.

The second group (psychotropic substances): F-APINACA5, Ethylone, Ethylphenidate, MDMB-CHMICA, Methiopropamine (MPA), Methyleth Cathinone (4-MEC), Pentedrone and XLR-11. The third group (precursors): Anilino-N-Phenethylpiperidin 4 (ANPP), N-Penethyl-4-Pipenidone (NPP). The Ministers, each in their respective capacities, shall implement the provisions of the edict, which takes immediate effect upon publication in the Official Gazette.
