Bahrain’s approach to supporting startups and small businesses was showcased at a regional parliamentary forum in Morocco, where officials discussed strategies for creating sustainable employment and strengthening economic diversification.

A member of the Parliamentary Division delegation, Ali Majed Al Noaimi, took part in a session at the fourth Marrakech Parliamentary Economic Forum for the Euro-Mediterranean and Gulf region, focusing on sustainable job creation.

SMEs and startups

In his presentation, Al Noaimi emphasised that small and medium-sized enterprises (SMEs) and startups are not only support sectors, but central drivers of economic diversification and long-term fiscal stability.

He noted that international experience shows such enterprises can significantly boost innovation and generate quality job opportunities for young people, provided they are supported by strong legislative and regulatory frameworks.

Al Noaimi outlined Bahrain’s initiatives to strengthen SMEs and startups through financing schemes, training programmes, and advisory services, including key efforts led by the Labour Fund (Tamkeen).

He said these initiatives have contributed to private-sector growth, increased investment attraction, and expanded employment opportunities in the Kingdom.

Call for stronger education–industry link

The MP also called for deeper cooperation between universities and the private sector to promote entrepreneurship and better align education outcomes with labour market needs. He stressed the importance of investing in human capital and developing digital skills to prepare future workforces.

Focus on blue economy 

In a separate intervention, Al Noaimi presented a paper on job creation through the blue economy, describing it as a strategic growth opportunity for coastal and island nations.

He urged a review of legal frameworks governing fisheries, marine energy, and coastal tourism to encourage sustainable investment. He also highlighted the importance of environmentally friendly ports, cleaner maritime fleets, and the adoption of aquaculture technologies to support long-term economic and environmental sustainability.
