A draft law paving the way for Bahrain to join the Locarno Agreement on the international classification of industrial designs was approved by the Shura Council.

The agreement, signed in 1968 and amended in 1979, provides a unified global system for classifying and registering industrial designs, helping standardise procedures across member states.

During the session, Shura Council member Hala Ramzi questioned assurances that accession would not place any financial burden on the state budget.

Officials noted that the Locarno system works alongside international intellectual property frameworks, including the Paris Convention, which Bahrain joined in 1996. Committee rapporteur Nancy Khadouri said the agreement would strengthen Bahrain’s intellectual property environment and align it with international best practice.

The draft law, attached to Decree No. 77 of 2025, includes approval of Bahrain’s accession and outlines implementation measures.
