Shift of OAPEC into Broader Arab Energy Body

The Shura Council approved legislation transforming the Organisation of Arab Petroleum Exporting Countries (OAPEC) into the Arab Energy Organisation, marking a major shift from an oil-centric mandate to a wider energy-focused role.

The move, endorsed under a draft law attached to Decree No. 6 of 2026, expands the organisation’s scope to include renewable, nuclear and solar energy, while also updating its legal and institutional framework.

Oil and Environment Minister Mohammed bin Daina said the reform reflects global energy changes. The legislation also cancels the organisation’s judicial authority, replacing it with dispute resolution mechanisms based on settlement and arbitration.

Bahrain’s annual contribution remains unchanged at BD210,000. The Council report noted that the headquarters will remain in Kuwait, with the possibility of establishing additional offices in member states or abroad by ministerial decision.
