Committee Reviews Senior Service Card Proposal
The Services Committee of the Council of Representatives is reviewing a proposed amendment to Article 9 of Law No. (58) of 2009 on the Rights of the Elderly. The amendment would require the Ministry, in coordination with the relevant committee, to issue a Senior Service Card granting citizens aged 60 and above a discount of at least 50% on all government-imposed fees. Participating private companies would also offer additional discounts on essential goods and services.
According to the proposal’s explanatory memorandum, the initiative is based on Paragraph (C) of Article 5 of the Constitution, which guarantees social security in cases of illness, disability, or unemployment and ensures healthcare and support against poverty. The measure reflects Bahrain’s ongoing commitment to improve seniors’ quality of life through practical social and economic benefits.
MP Mohammed Al-Maarifi, the proposal’s sponsor, said the card would institutionalise privileges for the elderly, covering government fees including official transactions, municipal services, and healthcare rather than limiting discounts to select services approved by the Cabinet. It would also provide special offers on medications, food, household items, and transportation from private-sector partners.
MP Al-Maarifi stressed that the proposal is rooted in social justice and gratitude towards Bahrain’s senior citizens. Al- Maarifi mentioned that Providing financial relief and privileges reflects society’s appreciation and ensures a dignified life for our elderly. He added that the measureaddresses the economic challenges faced by retirees and draws on international practices that honour and support older generations.
