Mexico City: Tenancingo Mayor Nancy Napoles has been accused of staging a fake kidnapping to facilitate the theft of 40 million pesos approximately $2.3 million from local government funds.

Prosecutors allege that Napoles, in coordination with her husband and brother-in-law, created the kidnapping scenario to serve as a justification for withdrawing public money.

The elaborate plot involved staged captors who threatened to kill the mayor and her family unless the ransom was paid using municipal government resources. However, the scheme was thwarted when a bystander witnessed the forced abduction and alerted the police. The resulting search operation by authorities forced the mayor to abandon the plan before the funds could be extracted.

Following the incident, investigators found significant inconsistencies in the mayor's account of the event. Currently, arrest warrants have been issued for the mayor’s husband and brother-in-law, who remain on the run.

The mayor has been summoned to provide testimony on July 9 regarding the ‘simulation of a kidnapping’. Napoles has denied the allegations, characterizing the case as ‘politicized’. There are no arrest warrants currently issued for the mayor herself.
