The United States has suggested giving Ukraine special security guarantees similar to those of NATO members, but outside the NATO framework, according to diplomatic sources.
The proposal was raised during a call on Saturday between US President Donald Trump, Ukrainian President Volodymyr Zelensky, and several European leaders. The talks followed Trump’s meeting with Russian President Vladimir Putin in Alaska a day earlier.
The idea involves a “non-NATO Article 5 type guarantee,” referencing NATO’s principle that an attack on one member is treated as an attack on all. Trump reportedly discussed the proposal first with Zelensky and then again with European partners, though no details on how it would work have been provided.
Skepticism remains, with some observers questioning why Putin would agree to any arrangement that strengthens Ukraine’s security, given his strong opposition to NATO expansion and effective guarantees of Ukrainian sovereignty.
Ukraine has long sought NATO membership, but Russia has used that ambition as justification for its war. At the same time, some Western governments have hesitated to support Kyiv’s full entry into the alliance. Trump has repeatedly ruled out Ukraine joining NATO directly.
Zelensky is expected in Washington on Monday for more talks with Trump. His agenda will include discussions on a potential three-way summit with Putin, the role of European allies in peace efforts, the future of disputed territories, and possible security guarantees for Ukraine.
