AI’s Future Calls for Rules Without Borders

Bahrain called for stronger international cooperation to ensure artificial intelligence develops and is used responsibly, with people remaining at the centre of technological progress.

The call came as Dr. Shaikh Abdullah bin Ahmed Al Khalifa, Minister of Transportation and Telecommunications, participated in the 4th UNESCO Global Forum on the Ethics of Artificial Intelligence 2026, held in Riyadh, Saudi Arabia.

Dr. Shaikh Abdullah bin Ahmed also took part in a closed ministerial roundtable focused on strengthening international cooperation in AI governance and helping countries develop the capabilities and regulatory frameworks needed to support inclusive and sustainable AI development and use.

During the roundtable, he said Bahrain views the future of artificial intelligence as a shared responsibility requiring practical and comprehensive international cooperation that places people at the centre of the development and use of AI.

The forum brought together ministers, senior officials and experts to discuss ethical and responsible AI governance, as well as frameworks for international cooperation aimed at supporting the safe, inclusive and sustainable use of AI technologies.

The forum also aims to advance implementation of the UNESCO Recommendation on the Ethics of Artificial Intelligence and translate its principles into national policies and governance frameworks.

It provides a platform for exchanging international expertise and practices, strengthening institutional capacities and enabling member states to contribute to shaping the future of AI while benefiting from its opportunities.
