Muharraq Municipality issues advisory outlining the approval process, safety standards and legal requirements for shared group accommodation

Muharraq Municipality is urging property owners to check with the municipality before turning any property into shared group accommodation, reminding them that municipal approval is mandatory under updated regulations introduced through the Executive Regulations of the Municipalities Law.

The reminder, shared as part of the municipality's public awareness campaign, follows amendments introduced under Prime Minister's Decision No. (30) of 2026, which require property owners to complete specific procedures and comply with health, safety and security standards before such properties can be occupied.

Under Article (34) bis of the Executive Regulations, a property is considered shared group housing if it is occupied by five or more people who are not related up to the fourth degree.

Before a property can be used for this purpose, owners must notify the competent municipality and submit documentation confirming that all applicable health, safety and security requirements have been met.

The municipality said the regulations are intended to organise the use of shared group accommodation while ensuring properties provide a safe, healthy and well-managed living environment. The measures are also designed to verify that buildings meet the required standards before they are occupied.

Officials warned that using a property as shared group housing without completing the prescribed requirements and procedures constitutes a legal violation and could result in action under the law.

Property owners have therefore been advised to consult their municipality and complete all necessary formalities before allowing a property to be used as shared accommodation.

The awareness drive forms part of Muharraq Municipality's "Municipal Information – Knowledge is the First Step to Compliance" initiative, which aims to simplify municipal regulations and procedures, raise awareness of municipal services, encourage compliance with the law and promote public safety while contributing to a better organised urban environment.
