Delay in Carport Rules Halts Licence Applications

The decision has remained pending since the council approved it in January 2025

Abdullah Al Qubaisi, Northern Municipal Council member for the Ninth Constituency, said a decision to regulate and license carports installed outside homes remains pending at the Ministry of Municipalities Affairs and Agriculture and has yet to be officially approved.

Al Qubaisi said the delay leads to the rejection of all applications submitted by residents wishing to regularise their carports because requests are turned down by the electronic system, which currently lacks the legal authority to approve carport licences without a formal decision.

He explained that the file dates back to 2024, when the ministry provided the municipal council with a copy of the draft decision for a vote and members' feedback. Following extensive study, the council approved the decision in January 2025, incorporating members' observations, and resubmitted it to the ministry for official launch. It has yet to be issued, he said, with no clear reason given for the delay.

Al Qubaisi called on the ministry to expedite approval of the decision, saying its implementation would resolve the random installation of carports seen across residential areas, help reduce municipal violations, and provide a clear, organised legal mechanism for licensing that safeguards residents' rights and preserves the Kingdom's urban character.
