MP backs restriction on recruitment office managers

A new decision to restrict recruitment office manager posts to Bahrainis has been welcomed by MP Dr Muneer Seroor, who said the move matches part of Parliament’s recommendations on Bahrainisation in the public and private sectors.
Issued by Labour Minister, His Excellency Yousif bin Abdulhussain Khalaf, and published in the Official Gazette, the order adds a new Article 5 bis to the rules on recruitment office licences.
It says recruitment office managers must be Bahraini nationals. Dr Seroor said the post should stay in Bahraini hands because it stands near the gate of hiring and can shape who gets a first chance in the labour market.
“Some jobs open the way to control over recruitment, so those jobs must be reserved for Bahrainis,” he said.
The lawmaker added that experience at work had shown that foreigners often tried to hire members of their own community.
Under the rule, the licence holder must run the office in person. A manager can be appointed only with the authority’s approval and only if a set of conditions is met.
The manager must be Bahraini, and must not have had a recruitment office licence revoked before under the law.
