25th Anniversary of National Action Charter Marks Historic Turning Point

Leading members of Bahrain’s Supreme National Committee, who participated in drafting the National Action Charter in November 2000, have hailed the Charter as a historic turning point in the nation’s journey toward modern statehood under the leadership of His Majesty King Hamad bin Isa Al Khalifa. They highlighted that the royal vision behind the Charter laid the foundation for a new era of national development focused on strengthening the rule of law, modernizing the constitutional framework, expanding public participation, and consolidating a Bahraini identity rooted in moderation and openness, ensuring sustainable and comprehensive development.

Speaking to the Bahrain News Agency (BNA) on the occasion of the Charter’s 25th anniversary, committee members emphasized that the Charter established a comprehensive national reference for institutional development. It became a key source for legislation and public policies that supported reform, enhanced government efficiency, and strengthened citizens’ rights and responsibilities.

Key Reform Milestones Highlighted

Mr. Jamal Fakhro, First Deputy Chairman of the Shura Council, praised the King’s visionary leadership, describing the Charter as the cornerstone of Bahrain’s comprehensive reform journey. He explained that the Charter, drafted by a specially appointed committee under royal guidance, established the constitutional framework for a state governed by law and institutions while promoting citizen participation in decision-making.

He also highlighted the Charter’s role in consolidating parliamentary work and granting women the right to vote and run for office, marking a major step toward inclusive national participation. Furthermore, it led to the establishment of key oversight and constitutional institutions such as the Financial and Administrative Oversight Authority, the Constitutional Court, and the Tendering Directorate, reinforcing transparency and good governance.

Sheikh Adnan Abdullah Al Qattan, Deputy Attorney at the Court of Cassation, noted that the Charter laid the foundations for a modern state based on popular participation, rule of law, and national unity. He described his role in drafting the Charter as a meaningful national experience and praised the King’s foresight in fostering a partnership between leadership and citizens while upholding democratic principles and protecting rights and freedoms.

Dr. Fuad Shehab, a committee member, described his participation as a defining national experience. He emphasized that the Charter represented a new stage of reform and development, with principles that continue to guide Bahrain today, particularly regarding justice, the rule of law, separation of powers, bicameral parliament, and economic openness.

Dr. Nada Hifaz added that the Charter was a transformative moment for Bahrain’s development, reflecting a comprehensive reform vision and demonstrating the importance of societal participation in shaping the nation’s future.

Dr. Bahia Jawad Al Jishi highlighted that the Charter acted as a social contract between the ruler and citizens and paved the way for major constitutional and political transformations. She emphasized the Charter’s role in affirming women’s political rights and enabling their active participation in decision-making.

Mr. Abdulaziz Abul noted that the Charter was a historic step toward a modern, participatory, and open political system. He highlighted the unprecedented 98.4% public approval during the referendum, describing it as a landmark achievement in the Arab world.

Prof. Abdullah Al Hawaj reflected on the wide national engagement during the drafting period, noting that the process transformed Bahrain into a vibrant platform for dialogue across media, universities, clubs, and youth centers, symbolizing national unity.

Finally, lawyer Abdullah Al Shamlawi stressed that the Charter marked a pivotal moment in Bahrain’s modern history, bringing together diverse expertise to craft a unified national vision. He highlighted its enduring significance in strengthening constitutional institutions, promoting civil society participation, and establishing justice, equality, and transparency as guiding principles, laying the foundation for Bahrain’s ongoing modernization and reform.
