Dubai to Introduce Public Behaviour and Celebration Guidelines

Dubai is preparing to introduce official guidelines governing public behaviour and celebrations as part of a broader initiative aimed at enhancing quality of life and reinforcing the emirate’s reputation as one of the world’s most liveable and well-organised cities.
The announcement was made during the fifth meeting of the Dubai Civility Committee, which unveiled two major initiatives: the Dubai Civility Guidebook and a set of Guidelines for Celebrating Different Occasions.
The guidebook will provide a common framework for conduct in public spaces, while the celebration guidelines are intended to ensure that public and private festivities reflect community values, social responsibility and respect for shared spaces.
The meeting was chaired by Mohammad Abdullah Al Gergawi, Chairman of The Executive Office and Chairman of the Dubai Civility Committee, and attended by senior government officials representing key sectors including transport, policing, tourism, municipal affairs and urban development.
Officials said the initiative forms part of a wider strategy to promote positive public behaviour, improve the experience of residents and visitors, and strengthen Dubai’s urban identity.
The committee also reviewed plans for an integrated city lighting strategy designed to enhance Dubai’s visual character and create greater harmony across the urban landscape. In addition, members discussed a comprehensive assessment framework aimed at establishing standards for what officials described as “the world’s most civilised urban environment.”
Al Gergawi said Dubai has developed a distinctive global model centred on people, quality of life and community wellbeing, guided by the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.
He noted that ongoing projects seek to elevate daily life through initiatives that improve public spaces, strengthen community engagement and encourage responsible behaviour.
The Dubai Civility Committee was established in September 2025 under a decision by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of The Executive Council of Dubai. The committee is tasked with preserving and advancing Dubai’s standards of civility through coordinated policies and initiatives.
Under Dubai’s approach, civility is viewed as a comprehensive urban concept that combines quality infrastructure, attractive public spaces, positive behaviour and a strong sense of community to create a cohesive and welcoming city experience.
