Bahrain Shura Council to discuss unemployment insurance, public funds crimes prosecution & other proposals

A proposal to add a new article to Decree-Law No. (78) for the year 2006 regarding unemployment insurance will be up for discussion today when the Shura Council members sit together for their seventh meeting in the fourth session of the fifth legislative term.

Focus on the discussion will be a supplementary report prepared by the Financial and Economic Affairs Committee on the proposed law.

The proposal is by members Darwish Ahmed Al-Mannai, Reda Abdullah Faraj, Dr Muhammad Ali Hassan, Dalal Jassem Al-Zayed, and Dr Mansour Muhammad Sarhan.

The report clarifies that the proposed law aims at extending the parliamentary oversight over public money to ensure better management and preservation.

It aims at affirming accountability and informing the public on how the state or public bodies dispose of public money, which is the right of the citizen and society.

During the session, the Council will also discuss a report of the Legislative and Legal Affairs Committee regarding a draft law for establishing the Public Funds Crimes Prosecution.

The draft law aims at establishing a prosecution specialized to investigate crimes regarding public funds and receive communications from the Office of Financial and Administrative Oversight and government agencies.

A report on the law throws light on the powers granted to the Supreme Judicial Council and mulls the possibility of establishing a specialized department for money crimes.

Besides, the Council will also consider a report of the Public Utilities and Environment Committee regarding a draft law to amend Article Six of Decree-Law No. (25) of 2015 regarding the collection of the cost of establishing and developing infrastructure in urban areas.
