Shura Council Rejects Proposed Amendments to Child Law

The Shura Council discussed the report of the Committee on Women and Children regarding a draft law to amend certain provisions of the Child Law No. (37) of 2012, and decided not to approve it, referring it back to the Council of Representatives for reconsideration.

The Committee Rapporteur, Ms. Hala Ramzi, noted that the draft law aimed to strengthen the Ministry’s oversight of nurseries, specifying violations and penalties more clearly, and criminalizing the establishment, operation, or modification of nurseries without a license from the Ministry of Education, to ensure the best interests and constitutional rights of children.

However, the Committee concluded that the draft law is no longer necessary following the issuance of the Private Educational Institutions Law No. (4) of 2026, which regulates all private educational institutions, including nurseries. The new law provides comprehensive licensing requirements, penalties, and a unified legal framework for the sector.

Ms. Ramzi emphasized that the new law represents a significant step in organizing private education in the Kingdom, ensuring high-quality education and proper management of institutions, while safeguarding children’s interests and improving educational services.
