Construction Work Hours in Residential Areas to Be Regulated

The Northern Municipal Council has approved a proposal to regulate construction and maintenance working hours in residential areas.

Presented by council member Abdullah Abdulhameed Ashoor, the plan aims to set official timing for construction, demolition, and excavation works that create noise.

During the council’s Ordinary Meeting 12, members discussed repeated complaints from residents about early morning work on weekends and holidays, especially Fridays. They noted that current law, Building Regulation Law No. 13 of 1977, does not clearly define working hours or penalties for violations.

Council members emphasized the need to update regulations to protect residents’ comfort while allowing construction to continue. Supporters said structured working hours will reduce noise and prevent conflicts between neighbours.

The council voted unanimously to recommend that the Minister of Municipalities Affairs and Agriculture issue the formal decision to regulate construction hours, reflecting a balance between development and residents’ right to a peaceful environment.
