Blueprint for peace in Gaza

A new roadmap backed by the Board of Peace lays out a phased plan to implement US President Donald Trump’s comprehensive peace proposal for Gaza, linking an Israeli military withdrawal, the transfer of governance and large-scale reconstruction to a monitored verification process.

The proposal, released yesterday, says the plan will be implemented alongside UN Security Council Resolution 2803 (2025) and aims to end the conflict, restore normal life in Gaza, enable Palestinian governance and pave the way for reconstruction, economic recovery and a political process towards Palestinian statehood.

Israel would complete its remaining commitments under the Sharm Sheikh Protocol, including ending military operations, while Hamas and other Palestinian factions would halt military activity and hand over all civilian governance and security responsibilities to a newly established National Committee for the Administration of Gaza (NCAG).

An International Verification Committee (IVC), established by the Board of Peace and including representatives of guarantor states and an International Stabilisation Force, would oversee compliance by both sides before each phase moves forward.

The proposal says the NCAG would assume responsibility for public services, government institutions and financial administration in Gaza, while conducting audits of public assets and reviewing legitimate financial obligations of up to $400 million. These measures would be introduced gradually over a three-year transition with international support.

It describes the phased approach as a framework for ending hostilities, rebuilding Gaza and creating conditions for long-term peace.
