Ukraine Allocates $109 Billion for Defence in 2027

KYIV: The Ukrainian government plans to allocate a record $109 billion, representing 44 percent of its gross domestic product, toward defence and security in 2027 as financial costs mount in the prolonged war with Russia.

Under the newly released draft budget, Kyiv intends to commit a record two-thirds of its overall state budget to defense next year.

Finance Minister Sergiy Marchenko emphasised that security and defense needs remain the government's absolute top priority while Russian aggression continues. 

Approximately one-third of this massive funding will cover soldiers' wages, while the remainder is designated for weapons and military equipment.

Although the war-torn country initially used its own domestic revenues to pay for military outlays, it has increasingly relied on foreign backers to sustain these operations. 

To maintain its defense posture next year, the government will seek an additional $53 billion in foreign aid from key international partners, including the International Monetary Fund and the World Bank.

President Volodymyr Zelensky warned that parliament will need to pass difficult, unpopular measures—such as a tax on foreign parcels to secure this vital international financing. 

Since the full-scale invasion began in 2022, Ukraine has received roughly $200 billion from foreign partners, while rival Russia plans to spend $161 billion on defense in 2027.
