Kuwait Escalates Complaint to ICAO After Airport Radar Targeted

Kuwait’s Public Authority of Civil Aviation (PACA) has submitted a third official protest letter to the International Civil Aviation Organization (ICAO), condemning continued Iranian attacks that have affected Kuwait International Airport and its aviation infrastructure.
According to PACA, the latest complaint followed an attack earlier on Thursday that targeted the airport’s radar system, raising serious concerns over the safety and security of civil aviation operations in the country.
The authority said the attack caused human injuries as well as significant material damage to radar facilities and equipment linked to air traffic management. As a precautionary measure, Kuwait temporarily suspended part of its air navigation operations to safeguard civil aviation activities before restoring normal air traffic in line with approved international procedures and standards.
In its communication to ICAO, PACA stressed that attacks on civil aviation facilities and air navigation infrastructure represent a serious violation of the Convention on International Civil Aviation (Chicago Convention of 1944) and other international regulations governing aviation safety and security.
The authority warned that such incidents endanger passengers, flight crews and aviation personnel while posing risks to regional and international air navigation.
PACA urged ICAO to document the violations, assess their impact on aviation safety and security, and take the necessary measures within its mandate to address the situation.
Kuwait also reaffirmed that it reserves all legal rights arising from the attacks, including the right to pursue appropriate actions in accordance with international law and relevant international conventions.
