Finland to Introduce Citizenship Test Under New Immigration Rules

Helsinki:Finland plans to introduce a citizenship test to check applicants’ understanding of Finnish society, laws, and values as part of new immigration reforms.
The government submitted the proposal to Parliament on 16 April, with the changes expected to take effect in 2027. The test is part of a wider tightening of citizenship rules, which already include stricter requirements on residency, financial stability, and personal conduct.
Interior Minister Mari Rantanen said citizenship is not automatic and the reforms are aimed at encouraging integration, employment, and respect for Finnish laws.
Applicants will be required to demonstrate civic knowledge either by passing a computer-based citizenship test or by completing certain Finnish or Swedish language exams or a university degree.
The test will cover topics such as Finnish laws, human rights, equality, gender equality, and the country’s history and culture. It will be based on official study materials to ensure fairness and transparency.
