Kuwait Launches Multi-Trip Exit Permits to Streamline Worker Travel

The Public Authority for Manpower (PAM) of Kuwait has introduced a new "Multiple-Trip Exit Permit" service, marking a major shift in the digital transformation of labor services. Moving away from the traditional single-use permit system, this upgraded service allows workers to secure travel clearance for multiple trips within a defined timeframe. The initiative is designed to boost operational efficiency and significantly reduce the administrative workload for both employers and the workforce.
Integrated directly with the Ministry of Interior’s systems, the service ensures that data is transmitted automatically upon approval. Employers can now grant prior, automatic approval for exit permits through the "Ashal" portal or the "Sahel" application. This system offers immense flexibility; business owners can authorise travel for specific individuals, selected groups, or their entire staff at once. It also includes a "smart" exception feature, allowing employers to grant blanket approvals while excluding specific workers based on operational requirements.
To maintain security and oversight, employers retain full real-time control to modify, suspend, or cancel any pre-approvals. Once the employer sets the parameters, selecting the permit type and duration, the system generates a transaction number and status update instantly. This modernisation effort by PAM is intended to simplify government transactions, ensuring that workers can travel with fewer bureaucratic delays while employers spend less time on repetitive manual approvals.
