Bahraini Lawmakers to vote on amendments bolstering small vessel regulation

Bahrain, with its blend of traditional wooden dhows and modern sailing yachts, amidst stunning coastal landscapes, offers a captivating experience for tourists worldwide. However, as the popularity of sailing grows, so does the need to ensure safety and mitigate risks.

Parliamentarians say there is a considerable increase in accidents related to small vessels as tourism sector gained momentum.

They further say with an increasing number of tourists venturing onto the waters, the likelihood of accidents and incidents rises significantly. I

n response, MPs are gearing up to bolster regulations governing small vessels, empowering coast guard authorities to enforce stricter measures.

Scheduled for a vote on Tuesday, their proposal seeks to amend Decree-Law 23 of 2020, focusing on registration, safety, and monitoring for small vessels.

This is for enhancing regulatory effectiveness and supervision, addressing the surge in accidents and violations linked to small vessels.

If approved, the law would give Coast Guard at the Ministry of Interior more fire power, introducing comprehensive regulations for licensing, navigation, and penalties.

It is worth noting that the Kingdom currently experiences a rise in both recreational and commercial maritime activities involving small vessels. Under the proposed amendments, violators could face imprisonment for up to one year and a fine not exceeding 1,500 Bahraini dinars, or both.

This applies to ship captains operating without the required license, ship owners embarking on voyages without a specified navigation license, and those disregarding prohibition orders or failing to comply with legal provisions.

Endorsed by the Ministry of Interior and the Public Utilities and Environment Committee in Parliament, these amendments signify a broad consensus on the necessity for stricter regulations and penalties to uphold maritime safety and security.

Pending approval by Parliament, the proposed amendments will undergo review by the Shura Council before final voting, underscoring Bahrain’s commitment to enhancing maritime safety and preserving its coastal heritage.
