Bahrain Accelerates Property Ownership Process with New Digital System
The Ministry of Housing and Urban Planning has introduced an upgraded electronic service to streamline property ownership procedures, significantly reducing processing times and eliminating the need for manual applications.
Under the new proactive system, eligible beneficiaries will automatically receive ownership completion procedures once all monthly instalments are fully paid, without having to submit a request to the ministry.
The upgrade cuts the service timeline from 60 working days to just 20 days, while fully digitising the entire process—from the completion of beneficiary requirements and payments to the issuance of the title deed.
Officials said the enhancement is aimed at boosting efficiency, minimising administrative steps, and improving overall service delivery through automation.
Housing and Urban Planning Minister Amna bint Ahmed Al Romaihi stated that the initiative reflects ongoing efforts to modernise housing services in line with national priorities. She noted that the improvements were driven by citizen feedback gathered through various channels, with a focus on simplifying procedures, reducing paperwork, and delivering a faster and more transparent digital experience.
The minister added that the initiative aligns with Bahrain’s 2023–2026 government programme, which emphasises flexible, sustainable services and innovation in public administration to enhance quality of life.
The ministry also highlighted broader digital transformation efforts across government services, noting that more than 1,300 services have been documented and translated, while 800 services have been redesigned or upgraded based on public feedback, investor input, and service evaluation reports.
These reforms include the introduction of service guides and service level agreements aimed at further improving efficiency and user experience.
