Shura Council Reviews Mandatory Graduate Training for Major Firms

The Shura Council convenes today for its 25th session of the fourth legislative term to review a draft law requiring major companies to provide training opportunities for university graduates, alongside proposed amendments to the Commercial Companies Law.
The draft amendment to the Vocational Training Law seeks to introduce a binding requirement for large businesses to offer structured training programmes for university graduates.
The measure is designed to improve employability, enhance practical skills, and strengthen alignment between higher education outcomes and private sector needs.
Parliament’s Services Committee endorsed the proposal in principle, recommending further refinements to ensure clearer wording and flexible implementation.
It said the initiative aims to close the gap between academic qualifications and labour market demands, while supporting the development of a more competitive national workforce.
Proposal
The committee stressed that the proposal is intended to complement job creation efforts rather than replace them, highlighting its role in preparing graduates for real-world employment opportunities through practical experience.
It also noted that the amendment introduces a specific legal obligation for companies to train graduates, strengthening the current framework, which only contains a general provision.
