Shura Council Committee Affirms Constitutionality of Draft Amendments to Reform and Penal Laws

The Legislative and Legal Affairs Committee of the Shura Council, chaired by Her Excellency Lawyer Dalal Jassim Al Zayed, reviewed the constitutional soundness of two draft laws amending certain provisions of the Reform and Rehabilitation Institution Law issued by Law No. (18) of 2014, submitted alongside Decree No. (60) of 2025, and the Penal Code issued by Decree-Law No. (15) of 1976, submitted alongside Decree No. (68) of 2025.

The committee also examined the constitutional and legal aspects of the annual report and audited financial statements of the Future Generations Reserve Account for the fiscal year ending December 31, 2024, following its audit by the National Audit Office. It reviewed the audited financial statements of the Unemployment Insurance Account for the same fiscal year, the State’s consolidated final accounts, the report on the implementation of the 2024 state budget, and the statement of transfers from the “other estimates” account of ministries and government entities for 2024.
