Parliament bans hiring of expat workers in private sector where more than 30 unemployed locals are available

Parliament yesterday approved an urgent proposal to ban the hiring of non-Bahrainis in private-sector jobs where more than 30 unemployed Bahrainis are available, referring the decision to the government in the same sitting.
The proposal requires the Ministry of Labour and the relevant bodies to enforce the restriction and to create a mechanism for identifying job titles that meet the threshold.
According to the text, the ban applies to roles where the number of unemployed Bahrainis exceeds 30, while authorities must also monitor occupations once that figure passes 50.
The measure is intended to ensure that Bahraini jobseekers are given first access to employment opportunities when enough qualified nationals are available.
The proposal was introduced by MP Abdulwahid Qarata and supported by First Deputy Speaker Abdulnabi Salman, Second Deputy Speaker Ahmed Qarata, Mahmoud Fardan and Ahmed Al Salloom.
It draws on Article 13 of the Constitution, which states that work is a duty upon every citizen and that the state must guarantee employment and fair conditions.
