Hanoi:  Vietnam will grant amnesty to 9,950 prisoners this year under a presidential decision aimed at encouraging rehabilitation and helping inmates reintegrate into society, officials announced on Friday.

The decision, approved by the president on May 26, follows a nationwide review process carried out by authorities to identify prisoners who met legal requirements for clemency. Officials said all applications were examined carefully to ensure fairness, transparency and compliance with the law.

Speaking at a press conference in Hanoi, government representatives said the amnesty reflects Vietnam’s policy of offering second chances to offenders who have shown genuine efforts to reform. The move was also presented as a demonstration of the country’s humanitarian approach to criminal justice and national development.

Authorities stressed that successful reintegration requires support from local governments, businesses, social organisations and communities. They urged society to help former inmates rebuild their lives and turn their release into an opportunity for positive change.

Officials noted that many prisoners released under previous amnesty programmes had gone on to secure stable employment, start businesses and contribute to their communities. They said continued support would be provided to help those released this year settle back into society.

At the same time, law enforcement agencies will maintain monitoring and management measures aimed at preventing repeat offences while assisting former prisoners and their families in achieving long-term stability.
