Federations would get clearer control over professionalism rules, contracts and player transfers under amendments the Shura Council debates on Sunday, shifting the system’s top rule-making to the President of the General Sports Authority.
The Youth Committee has recommended approval of Decree-Law No. 40 of 2025, which amends Law No. 8 of 2021 on sports professionalism. It says the changes recognise federations’ technical independence while keeping one overall framework for the sport.
