Shura panel resists cut in contract review threshold to BD100,000

Upon a second reading, the elected chamber’s insistence on sending every government contract above BD100,000, rather than BD300,000, to the Legislation and Legal Opinion Commission does not seem to yield a compromise.
Shura members are now being asked to choose between their earlier stance and Parliament’s line.
The draft law would amend item (9) of Article 2 of Law No. 60 of 2006 on the reorganisation of the Legislation and Legal Opinion Commission.
It would make all contracts worth more than BD100,000, signed by ministries, public bodies and state institutions, subject to compulsory review by the Commission.
At the moment, only contracts of BD300,000 or more must be referred.
Supporters in Parliament say the lower bar would widen legal checks on public contracts and help keep a closer watch on state spending.
This is the second time the Shura Council has been asked to decide on the proposal. The Legislative and Legal Affairs Committee recalled that it Shura Council session in progress had already submitted a report.
