Dubai Issues New Rules for Body Camera Use by Enforcement Officers

Dubai: Dubai has introduced new regulations governing the use of body cameras by enforcement officers, aiming to improve transparency, accountability and the protection of individual rights during the documentation of violations and the execution of judicial orders.

The new resolution, issued by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, sets strict rules on how recordings are made, stored and accessed. Officers will be allowed to use cameras only for official duties, while all footage must be securely stored using encrypted systems and protected from unauthorised access.

The regulations prohibit recording in highly private locations such as homes, places of worship and changing rooms, and require individuals to be informed when filming is taking place. Officers are also barred from copying or sharing recordings on personal devices or using them for non-official purposes.

Government entities must provide specialised training before officers are granted enforcement powers, covering camera use, privacy protection and the secure handling of recorded data.

The rules also apply to private companies carrying out government-assigned duties and take effect immediately upon publication in Dubai’s Official Gazette.
