PARIS: The decision to designate the Muslim Brotherhood as a terrorist organization presents profound legal and practical challenges that make such a move currently ‘impossible to implement,’ according to French Interior Minister Bruno Retailleau.
While the minister acknowledged the political concerns surrounding the group's ideological influence, he emphasized that French law requires a high judicial threshold to justify a terrorist classification.
Specifically, a group can only be formally listed if there is concrete, proven evidence of its direct involvement in violent activities or acts of terrorism, a link that has not been legally established for the organization as a whole in France.
The complexity of the Muslim Brotherhood's organizational structure further complicates any attempts at a blanket ban. Operating as a decentralized network of various branches and affiliated social or religious entities, the group lacks a unified command structure that could be easily targeted by a single legal decree.
Retailleau suggested that attempting to enforce such a ban without meeting rigid judicial standards would likely lead to legal failures in court. Furthermore, there are strategic concerns that proscribing the group could be counterproductive, potentially driving members underground and increasing the risk of radicalization rather than effectively curbing the group's influence.
