SME rules updated by turnover and staff

New rules will change the way Bahrain classes micro, small and medium-sized firms, with staff headcount and yearly turnover used as the main tests.
Industry and Commerce Minister Abdulla Fakhro issued Decision No 23 of 2026, placing firms in three bands.
Micro firms are those with five workers or fewer, or yearly turnover of BD300,000 or less.
Small firms are those with six to 50 workers, or turnover above BD300,000 and up to BD4 million.
Medium-sized firms are those with 51 to 250 workers, or turnover above BD4m and up to BD20m.
The ministry can use one test or both when deciding a firm’s band, under a guide to be drawn up by the small and medium enterprises department.
The guide will cover how firms are classified, the ministry’s SME data bank and the online SME registration system.
The online system will place firms in the correct band and issue classification certificates.
