Shura Committee Reviews Key Laws in Busy Legislative Session

The Shura Council’s Legislative and Legal Affairs Committee held 38 meetings in the fourth session of the sixth legislative term, studying three decree-laws and eight bills and filing 11 reports.

The committee, chaired by lawyer Dalal Jassim Al Zayed, also gave 79 constitutional and legal opinions to other Shura Council committees on draft laws, final accounts and financial statements.

Its work falls under Article 21 of the council’s internal regulations, which tasks it with studying bills, checking them against the Constitution and helping the council and its committees with the wording of draft laws.

Representatives of the concerned bodies, along with specialists, attended the meetings to answer questions and give their views on the texts before the committee.

The committee completed reports on Decree-Law No. 8 of 2024, which ratifies and approves Bahrain’s accession to several international treaties and agreements linked to judicial affairs.

It also reported on Decree-Law No. 9 of 2024 on the Bahrain International Commercial Court, and Decree-Law No. 13 of 2024 amending Article 7 of the Judicial Authority Law issued by Decree-Law No. 42 of 2002.

Among the bills before the committee were Parliament’s decision on the Shura Council’s decision regarding a draft law amending Article 2 of Law No. 60 of 2006 on the reorganisation of the Legislation and Legal Opinion Commission.

It also studied Parliament’s decision on the Shura Council’s decision over a draft law amending Article 11 of the Civil Service Law issued by Decree-Law No. 48 of 2010.

The committee reviewed a draft law amending Article 219 of Decree-Law No. 54 of 2002 on Parliament’s internal regulations, as well as another draft law amending parts of the Civil Service Law.

Other texts before it included a draft law amending parts of the Evidence Law in Civil and Commercial Matters, issued by Decree-Law No. 14 of 1996.

Two further bills dealt with Article 40 of the Civil and Implementation of Commercial Law issued by Decree-Law No. 22 of 2021.

The committee also studied the draft Legal Profession Law, attached to Decree No. 16 of 2025, and a draft law amending parts of Decree-Law No. 54 of 2002 on Parliament’s internal regulations.
