A faster rebuilding path for homes damaged by residential fires

Families who lose their homes in residential fires will benefit from faster rebuilding support after authorities approved humanitarian exceptions within the urban development framework.

The Ministry of Municipalities Affairs and Agriculture has given in-principle approval to a proposal by Northern Municipal Council member Abdulla Mubarak Belal Al Qubaisi. The initiative introduces exceptional consideration for fire-damaged homes, allowing building permits to be issued even in cases that would normally fall outside standard planning regulations under the Cities and Villages Development Project guidelines.

Procedures

The ministry confirmed that administrative and regulatory procedures are now underway to formally integrate the proposal into official guidelines, taking council recommendations into account to ensure smooth implementation.

Al Qubaisi said the initiative responds to urgent humanitarian needs, noting that families particularly widows and orphans often face prolonged hardship after losing their homes to fire, with reconstruction delayed by regulatory constraints. The new measure aims to remove these barriers and allow quicker rebuilding.

Violations

He also pointed out that many housing-related violations are not intentional, but often result from limited space within residential plots. He added that recent updates to urban planning rules have already helped resolve some legacy violations, allowing better integration of affected homes into development plans.

Despite the new flexibility, he stressed that all exceptions will remain subject to strict technical and engineering standards to ensure safety and structural integrity.

Al Qubaisi praised the ministry’s approach in balancing humanitarian considerations with regulatory requirements, describing it as an important step toward addressing urgent social needs while maintaining orderly urban planning.

He said the proposal ultimately supports greater social stability by enabling affected families to rebuild their homes and resume normal life, while aligning with broader sustainable development goals across the Kingdom.
