Proposal calls for warning system before LMRA system suspension

Parliament backed a proposal calling for a formal warning system before suspending services on the Labour Market Regulatory Authority (LMRA) electronic system. Supporters say this move would help protect businesses from sudden operational disruptions.

The proposal, submitted by MP Khalid Buanaq, seeks to require the LMRA to notify employers of violations before closing their accounts on the authority’s system, giving them time to correct the issue.

Under the proposal, employers would receive an official warning explaining the violation and be granted a period of up to ten days to rectify the matter before the system is suspended.

Supporters of the initiative said many businesses rely heavily on the LMRA’s online system to complete labour-related procedures, including work permits and administrative transactions. Sudden suspension of the system can therefore halt business operations and create financial pressure, particularly for small and medium enterprises.

MPs noted that in some cases employers only discover violations after their accounts have already been suspended, leaving them unable to complete essential procedures while attempting to resolve the issue.

They stressed that introducing a warning mechanism would create a fairer process by allowing employers to correct administrative or regulatory breaches before facing service disruption.

During the session, Parliament approved the proposal and referred it to the government for consideration.

Supporters say the measure would help balance regulatory enforcement with the needs of businesses, while maintaining oversight of labour market compliance and protecting economic activity in the Kingdom.
