MPs step in as illegal renting complaints mount in Hoorat A’ali

Growing complaints over illegal renting of residential flats in Block 714, Hoorat A’ali, have pushed a group of MPs to move an urgent motion calling for immediate inspections.

The motion, submitted by MP Hassan Ebrahim along with four other MPs, urges the relevant authorities to carry out on-theground inspection campaigns to identify unlawful lettings, ensure flats are being used in line with housing regulations, and verify compliance with safety, licensing and Civil Defence requirements.

Mr Ebrahim said residents— particularly families living in Block 714—have raised increasing concerns in recent months. According to complaints received, a number of flats have been illegally subdivided, sublet without approval, or used for purposes that do not match their residential designation.

Residents have linked these practices to overcrowding, repeated disturbances and a loss of privacy for neighbouring households. Mr Ebrahim said the situation has also contributed to violations of safety standards and could involve unlicensed commercial activities operating from residential properties.

He noted that weak inspection coverage in some housing areas has allowed such practices to continue unchecked, stressing the need for a coordinated, multi-agency inspection campaign to restore order and ensure equal application of the law.

The urgent motion calls for legal and administrative action against violators under existing legislation, along with a detailed report outlining the findings, enforcement measures taken and steps to prevent repeat offences through continued monitoring.

Mr Ebrahim also cited residents’ concerns over behaviour linked to some flats that does not meet public decency and social norms, causing ongoing nuisance in Block 714 and surrounding areas. He added that some property owners reside out side Bahrain and rent their units to expatriate labour in an unregulated manner, leading to excessive occupancy and further disruption.

He said the motion was filed amid fears that the alleged violations are affecting daily life, placing additional pressure on public services and undermining the rights of residents who comply with the law.
