Trump Signs Sweeping Russia Sanctions Bill With 100% Tariff Authority

US President Donald Trump has signed legislation authorising new sanctions aimed at increasing economic pressure on Russia over its war in Ukraine, after Congress approved the measure following months of delays.

Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 on Friday, September 18. The law targets Russia’s energy and defence sectors, President Vladimir Putin and senior officials, as well as networks and vessels involved in helping Moscow evade existing sanctions.

A key provision gives Trump authority to impose tariffs of up to 100% on the five largest buyers of Russian oil and gas. The measure could affect major purchasers including China and India, although the law does not automatically impose those tariffs.

The legislation also targets Russia’s so-called “shadow fleet” of tankers, which has been used to transport Russian oil while circumventing Western restrictions. It further provides for sanctions against foreign companies and actors that assist Russia’s military or help evade sanctions.

The Republican-led House of Representatives approved the legislation 262-159 on Wednesday, after the Senate had already passed it. Fifty-eight House Democrats joined Republicans in supporting the measure, while some Democrats opposed the expanded tariff powers granted to the president.

Ukrainian President Volodymyr Zelenskyy welcomed the legislation before its signing, describing it as an important tool for increasing pressure on Moscow and supporting diplomatic efforts to end the war.

The legislation comes as Russia continues attacks against Ukraine, while Washington is also seeking to revive diplomatic efforts aimed at ending the conflict.

The tariff provisions have drawn particular attention in China and India. Beijing said it reserved the right to take measures to protect its national sovereignty, development interests and the rights of Chinese companies. India has said it remains focused on securing energy supplies through diversified sources.
