UAE Business Leaders Confident in Growth Despite Challenges, New Report Finds

Business leaders in the United Arab Emirates remain optimistic about the country’s economic future despite recent regional disruptions, according to a new report by Publicis Groupe Middle East.

The Resilience Business Pulse report, based on insights from more than 60 senior executives across sectors including retail, hospitality, finance, and energy, highlights strong confidence in the UAE’s growth trajectory. It found that all surveyed leaders expressed confidence in the country’s future, while 94% trust the government to safeguard the business environment.

The study also revealed that 78% believe the UAE will emerge stronger competitively, and more than half would still recommend it as an investment destination.

While businesses are facing challenges such as supply chain disruptions and margin pressures, the report indicates that the market is adapting rather than slowing down. Consumer demand is shifting across categories and price points, with some sectors even reporting growth.

The findings suggest that ongoing disruption is accelerating existing trends, including the shift toward digital commerce, increased use of artificial intelligence, and more targeted consumer engagement strategies.

Importantly, most companies have maintained or reallocated marketing investments instead of cutting back entirely, reflecting a strategy focused on adjustment rather than retreat.

Officials from Publicis Groupe noted that the strong level of confidence among business leaders reflects the UAE’s resilience and positions it well for continued growth in the next phase of economic development.
