Washington Proposes 15-Point Peace Framework via Pakistan

Witkoff Briefs Cabinet on Iran Talks  

U.S. Special Envoy Steve Witkoff briefed the Cabinet on ongoing and past negotiations with Iran, highlighting diplomatic challenges and recent developments amid Operation Epic Fury.

Witkoff stated that Iran had violated key commitments, including restrictions on stockpiling nuclear material. According to the briefing, Iranian officials initially insisted on “inalienable right” to enrich uranium. However, U.S. officials later assessed that Iran possessed approximately 460 kilograms of uranium enriched to 60%, an amount they claimed could be sufficient to produce multiple nuclear weapons.

During negotiations, Witkoff said Iran signaled it would not concede diplomatically, while suggesting that the United States could not achieve a decisive military outcome. U.S. officials rejected that assessment, pointing to what they described as the success of recent military operations.

The envoy emphasized that repeated diplomatic efforts by the U.S., coordinated with senior officials including Marco Rubio and JD Vance, were unsuccessful. He noted that Washington had exhausted all avenues for a peaceful resolution under directives from Donald Trump.

Witkoff further suggested that Iranian negotiators may have been attempting to delay progress, anticipating a future shift in U.S. leadership. He described this as a “flawed strategy,” reiterating Washington’s position that Iran must never be allowed to develop nuclear weapons.

Despite tensions, the U.S. has introduced a 15-point framework aimed at achieving a peace agreement. The proposal has circulated through Pakistan, which is acting as a mediator. Early responses, according to Witkoff, have been “positive,” although discussions remain confidential. 

He added that multiple regional actors have expressed interest in helping de-escalate the situation. While cautioning that talks are still in a sensitive phase, Witkoff indicated there are signs that a diplomatic breakthrough could be possible. “The goal remains a peaceful resolution,” he said, noting that the U.S. policy of “peace through strength” continues to guide its approach.

Witkoff concluded by warning Iran against further miscalculation, stressing that continued escalation could lead to greater instability, while a negotiated agreement could benefit Iran, the region, and the broader international community.
