UAE Tops Global Safety Rankings for 2025

The United Arab Emirates has been ranked the safest country in the world for 2025, according to the latest Safety Index by Country released by global data aggregator Numbeo.

With a Safety Index score of 85.2, the UAE outperformed 147 other countries, reaffirming its global reputation as a secure and stable nation. This achievement reflects the country’s continued efforts to ensure public safety, law enforcement efficiency, and community cohesion across all emirates.

UAE Cities Dominate Global Rankings

In the Current Safety Index by City, five UAE cities were ranked among the top six safest in the world:

  • Abu Dhabi (88.8)

  • Ajman (85.5)

  • Dubai (83.9)

  • Ras Al Khaimah (83.8)

  • Sharjah (83.7)

These cities outpaced global metropolises including Doha (84.3), Taipei (83.4), and Muscat (81.2), highlighting the UAE’s remarkable urban safety environment, despite being home to a diverse population of over 200 nationalities.

Gulf Region Shines in Safety

Neighboring Gulf countries also performed strongly. Qatar and Oman ranked third and sixth respectively, while Saudi Arabia and Kuwait were also listed in the top 50.

The top five safest countries globally are:

  1. United Arab Emirates – 85.2

  2. Andorra – 84.8

  3. Qatar – 84.6

  4. Taiwan – 83.0

  5. Macao (China) – 81.8

UAE Has Lowest Crime Rate Worldwide

In Numbeo’s Crime Index by Country, the UAE placed 148th, the lowest possible ranking — indicating the lowest crime rate globally with a score of just 14.8. The inverse relationship between the Safety Index and Crime Index further cements the UAE’s position as the world’s most secure nation.

Similarly, Abu Dhabi was declared the safest city globally with a Crime Index of 11.2, followed by Ajman (14.5), Dubai (16.1), Ras Al Khaimah (16.2), and Sharjah (16.3) — all reflecting exceptionally low levels of reported crime.

Global Challenges Continue

On the other end of the spectrum, Haiti, Papua New Guinea, Venezuela, Afghanistan, and South Africa recorded the lowest safety scores and the highest crime levels, grappling with instability and governance issues.
