$2.8B Investment for Nationwide High-Speed Network

Beyon Group has been selected by the Kuwait Authority for Partnership Projects (KAPP) as the Winning Investor for Kuwait’s National Fixed Telecommunications Network Development Project.

Under a 50-year Public-Private Partnership (PPP) agreement, Beyon will design, finance, build, operate, and maintain Kuwait’s nationwide high-speed fiber broadband network. The total investment for the project is expected to exceed $2.8 billion over the lifetime of the agreement. KAPP will hold a 60 percent stake in the project company, while Beyon will retain 40 percent. Once fully operational, KAPP plans to IPO a portion of the shares to Kuwaiti citizens.

The network will cover 90% of Kuwait’s available plots and provide 10Gbps symmetrical connectivity, supporting households, enterprises, and government entities. The initiative is a key pillar of Kuwait Vision 2035 and will form the backbone of the country’s digital transformation strategy.

The project award follows a rigorous qualification and tender process in which Beyon competed against leading international bidders. The proposal was developed entirely in-house, leveraging the Group’s extensive experience in large-scale fiber deployment across markets including Bahrain, Jordan, the Maldives, and the Channel Islands. Beyon has delivered over 2.2 million home-passed connections, with fiber coverage in Bahrain reaching 95.4 percent.

A notable component of Beyon’s bid was its successful structural separation of Batelco and the establishment of Bahrain Network (BNET) as a standalone wholesale entity, demonstrating the Group’s expertise in complex brownfield transitions, system migrations, and regulatory compliance.

Beyon will now prepare for the next phase, working closely with KAPP and the Kuwait Ministry of Communications to ensure timely project progression and successful implementation.
